Abstract

The Population Census is a mandate of Law No. 16 of 1997 concerning Statistics, which is held every ten years in years ending in zero. The 2020 Population Census (SP2020) is the seventh population census since Indonesia's independence. The previous six population censuses were carried out in 1961, 1971, 1980, 1990, 2000, and 2010 using the traditional method, which recorded every resident from house to house. For the first time in the history of the population census in Indonesia, SP2020 uses a combination method, namely by utilizing Population Administration data (Adminduk) from the Directorate General of Population and Civil Registration (Ditjen Dukcapil) of the Ministry of Home Affairs (Kemendagri) as the basic data for the implementation of SP2020. This is designed and implemented as an effort to realize "ONE INDONESIAN POPULATION DATA".

Specifically, the objective of SP2020 is to provide data on the number, composition, distribution and characteristics of the Indonesian population. To achieve this goal, various efforts and innovations have been made in the governance of SP2020, including: (a) using a combination method by utilizing a population administration database; (b) take advantage of developments in information technology in data collection activities, including through the use of Computer Aided Web Interviewing (CAWI) in the Online Population Census (SP); (c) utilize the Local Environment Unit (SLS) as the SP2020 statistical working area; (d) adjusting the length of stay in the population concept, from a minimum of six months to a minimum of one year; (e) using the family approach as the data collection unit; and (f) develop a comprehensive data collection business process (Figure 1).

The WHO's determination of Covid-19 as a pandemic is a serious challenge in implementing SP2020. Government policies that focus on handling the Covid-19 pandemic encourage BPS to make governance adjustments at every stage of the business process by sticking to the big goals of SP2020. Some of the adjustments made are as follows:

  • SP Online, which was originally held on February 15 s.d. March 31, 2020, extended to May 29, 2020;
  • Population data collection which was originally carried out in July 2020 was moved back to September 2020; and
  • The population data collection method which was originally planned by interview and the area was divided into 2 zones by considering the availability of internet access, namely the zone that used paper questionnaires (paper and pencil interviewing, PAPI) and zones that used electronics (computer assisted personal interviewing, CAPI). finally divided into 3 zones, namely Zone 1 Drop Off and Pick up (DOPU) PAPI questionnaire, Zone 2 Non DOPU, and Zone 3 Interview.
